While Governor Jerry Brown outlined a $3.6 billion proposal last week, Republicans refused to provide the support for higher taxes and new fees.  And when one of Brown’s appointees floated a $1 billion proposal, that too was rejected.

These proposals could have added 6-15 cents to each gallon of gasoline.
