Sacramento — – A bill to close a loophole in Proposition 13 that lets commercial property buyers avoid higher taxes has received such a rare mix of support that one Republican lawmaker quipped that hell was freezing over and pigs were flying.
Business and antitax groups that strongly support Prop. 13 are nonetheless backing a bill that would change a key definition in the landmark 1978 law that protects property owners from annual tax increases based on rising property value.
