“All my research has shown that the only time that Latino turnout has exceeded expectations is when we have a negative force, when the community is under attack,” says leading state GOP consultant Mike Madrid. He’s an expert on Latino voters, whose turnout remains the lowest of all major ethnic categories in California. “The sleeping giant awakes when he has a nightmare.”

Hector Barajas, a son of Mexican immigrants and a veteran California GOP consultant who has served as the Spanish-language spokesman for the Republican National Committee, says many Mexican American and Latino voters watching Trump’s pronouncements have reacted with horror as the candidate has ascended GOP presidential polls.

But campaign veteran and GOP consultant Luis Alvarez, who advises on Latino issues, says Trump — at least so far — is still more bark than bite.

“He is not the catalyst, he’s not (Maricopa County, Ariz., Sheriff) Joe Arpaio, who actually inflicts pain,” he said. “He grabs the attention of the media, and they’re happy to oblige. But they see him as a clown.”
